Glue bump may be the creator's choice.
Like, "Hell yeah! I will add 30mm of glue bump to this brush".
But, when the same brush, same model, comes with different glue bumps, I strongly believe that it is an error in manufacture.

The Monster 30mm that I have has definitely glue bump and does not splay that easily. I don't like floppy brushes like the Plisson.

My Yaqi splays just like I want,so no problem for my taste.

How would they be able to attain or conclusively measure the glue bump to be set at (for example) 30mm?

Dipping half the knot into the glue? :D
I was lucky (?) enough to get 2 Yaqis with almost no glue bump at all, though I have seen the same brushes with 15-20mm bumps.
It doesn't look like a "maker's decision" to me.

Of the 8 Yaqis I own(ed) all of them had a glue bump. It didn't really bother me to be honest, but would have preferred more density, the synthetic knots (even with glue bump) lacked backbone, but I put this down to the fibre type and quantity. The natural badgers were actually very good for the price but as expected not as luxurious as higher end brands IMO.
